Are there any xunlai storage agents in pre searing that have access to items from the searing on other chars?

Yeah, the Xunlai agents capitalized on the fact that so many people lost their homes duirng the searing and the Ascalonians no longer have any place to keep their stuff. Whereas before the searing, everyone kept thier stuff in the barn.
